Hey Served,
I appreciate the thought but I don't personally see it as a problem to resolve. There's almost no incentive at all for a large player to ever attack a tiny player and when they do there are limits built in to avoid or at least reduce bullying behaviour. These systems will obviously never be perfect but they at least act to guide players in the right direction.

First up this isn't happening to me I only raised this from info I gathered going through 7 pages of the hospital list which seems to indicate that equal (or near Equal) rep fights rarely ever happen, in fact in only 1 fight was the attacker less than 500% higher in rep against the opponent.
That being said, it was only one look through and you obviously have access to a mountain of back end stats that give a clearer picture. I just thought that what I saw (although inconclusive) was worth raising.

I floated this idea to a degree in global chat and it got shutdown by the rusted on players and expected it will be down voted here, but here we go:
I would like to see a 100k boundry around attacks for example player A at 500k gets a normal 3x modifer for attacking another player in the 400k-600k. Above 600k a bonus is added if they win
For every player they attack below they actually lose rep. Up to 15% of there total rep this is not time based, they actually have to earn it back.
I think this would help balance out the powerbase within the game and give the younger players a reason to stay
