First for all, I could see your point, but this suggests has been suggested multiple times, and all being rejected.
People are spending years to build their battle stats, networth, job skill, etc, they won't simply accept for their stats being reset. Focus people to reset will just inevitable hurt this game's small playerbase, it won't spark dying embers, just will extinguish it.
As for potential boom, it only exists in completely new games, not some version 2.0 with everything resets. Most people won't join or play again cause they know resetting will just drop again and again, not much people could accept about it.

About the economy part, the current situation is inevitable eventually wherever how much times of resets, since the product that one dude could grind is much more than the demand of that dude.
If we want to fix it, we should have more way to use our overproduced resources, it is better than just simply resetting whole game.

I get why a reset might sound exciting, it levels the playing field and can spark competition. But instead of a hard wipe for everyone, why not create a fresh leaderboard/server? That gives Diablo the space to fix bugs, tweak features, and fine tune the economy without erasing years of work from the OG crowd.
Veterans could be honored on a dedicated “OG Leaderboard,” keeping their stats and job skills intact. The economic side could be rebalanced by giving OGs some form of compensation for losing their items/$$. Maybe support credits, boosted EXP rates, or some other form of a perk. That way they still have a reason to log in and play.
Meanwhile, new players would have a completely fair start on the new server, free from feeling like they’re chasing unreachable leaders. Both sides get something: fresh competition for newcomers, and lasting recognition (plus perks) for the ones who built the game’s early history and supported Diablo.

We have Reputation which takes time to build, then Intelligence to 1000 not so much but it still takes time, Now battle stats which take forever to get to nice gains. So if you say reset how often? A week! 2? or a year? Imagine going the same journey over and over! To what end?
