Increases Job Skill gain by 1% for each level

Question: So this, to me, means that everytime I do a job I would get at least 2%

increase in job progression each time I do the job, but I just finished a job and

only got 0.52% growth.

Is it not working or is it only a 2% increase to what I would already get?
