Do items not appear in inventory if you're not high enough level?

Spent most of my savings on ceramic plate vest thinking I could use it (assuming I gotta be level 4?) Can anyone confirm?

Hey Three, You should be able to see all items in your Inventory.

The Item Rank shown on items only applies to assignnig equipment to Sicarios as part of Expeditions
