It would be cool to add different missions and such that the outcomes are affected differently based on personal stats of the players involved much like CE works in OC 1.0 on torn.
Except like battlestats could be factors for some jobs while others could be global job xp others depending on how many attacks you have or your networth for example. The higher your personal stats the better and different types of cartel activities could be unlocked.
I know this sounds similar to OC but I think opening up battlestats and other personal stats to mix up activities could work if done correctly without trying to copy any other games

Considering that there is currently a lack of common activities among the cartel ranks, I would like to again propose mechanic based on slightly changed idea that i previously suggested.
Cartel activities.
Capo and other permitted members could form and send teams to smuggle items. To balance it out as to not make it only for capos it could have some type of interactions needed. For example designed team capitan have to chose route thats best suited for the type of mission they are on and maybe decide on some equpiment that cost money but inprove chance of success and amount of rewards.
As of what type of items it could be some potentially new drugs and/or materials needed to produce them, or some weapons. Or the opposite, i.e. smuggling them for sale.
This would open up the possibility of creating drug/weapons factories owned by cartels, where the cartel could produce individual items and improve performance or safety with perks. Capos could also chose few members to supervise and protect it.
Going a bit further, there could even be the option of raiding other cartels to get some raw materials from their warehouses, depending on how successful the attack would be, with the possibility of entirely defending against such an attack, which could, for example, reward the defending cartel with reputation points.
But that is another suggestion for more interactions between cartels.
