Implementation of a vault for cartel use:

  1. Allow everyone to deposit money and withdraw from the total amount of cash the player has deposited over time. [Withdrawal clause added as suggested by KWYY]
  2. Upgradeable capacity using cash + cartel reputation
  3. Introduces taxes to members (everyone inside the cartel)
  4. The tax percentage depends on the Capo. Vice Capo may also be allowed to adjust this quantity, which can be removed or added by the Capo in the permissions section.
  5. The maximum tax percentage can be obtained by upgrading the Vault.
  6. Taxes apply to daily productions, expeditions, mugs, and robberies of the cartel members (This does not include market buys) [Amended to exclude trade between players and to include mugs as proposed by A_MERCHANT]
    Example: 2.5% of the profit from the production profits of coke factories. 2.5% of the profit from still production. Etc.
  7. Cartel Cash can be used by Capo and Vice Capo (if given permission)
  8. Taxes are OPTIONAL depending on the cartel's Capo. The decision to enable taxes will be up to the Capo.

Implementation of Taxes:

  1. Create a new menu in the settings or in the Cartel page where taxes can be adjusted.
  2. The tax menu should allow adjustment of the Tax Percentage for weed fields, doctor's offices, stills, coke factories, expeditions, mugs, and robberies.
  3. Changes in Tax Percentages are only in effect from 0:00 LPT (Like in the Production page when changing production time)
  4. Percentage of Taxes can only be edited by Capo and Vice Capo.
  5. Tax Percentage can be applied as a buff/perk on the 'Status Effects' section of the Profile Page. Players will be able to see how much they are getting taxed on their individual production/mugs/expeditions/robberies.
  6. Allow Capo and Vice Capo to enable or disable Taxes in the 'Permissions' Section of the Cartel Page. This allows players with certain 'titles' inside the cartel to be full exempted or fully participating in the Taxation of the cartel.
  7. Automatically deducts the amount from the person's cash-at-hand balance into the Vault whenever their payout time is set up. (Basically, it taxes the player when their production time comes. This is for taxation of Production.)
  8. Expedition Taxation, Robbery Taxation, and Mug Taxation trigger every time a player's expedition ends, a robbery is finished, and/or a mug is conducted. Taxes only apply to cash, not items. 

 

Benefits:

  • Can be used to host giveaways inside cartels or competitions (boosts cartel engagement and activity = PLAYER RETENTION in the game)
  • Can be used for the needs of the cartel, like cocaine, points, meds, etc.
  • Can be used for future cartel-related updates (Upgradeable territories or building in territories).
  • Real-life cartel comparison on their sicarios.
  • Overall better cartel management.

 

Proposed Upgrades (Format: Rep Cost, Cash Cost, Upgrade Effect):

  1. Cartel Vault (Cash Cost is deducted from the money inside Cartel Vault)
    • Level 0 - 500k maximum capacity (automatically unlocked)
    • Level 1 - 2.5k Cartel Rep, 500k cash, 10mil Maximum capacity
    • Level 2 - 5k Cartel Rep, 2.5mil cash, 50mil Max Capacity
    • Level 3 - 7.5k Cartel Rep, 15mil cash, 200mil Max Capacity
    • Level 4 - 10k Cartel Rep, 30mil cash, 500mil Max Capacity
    • Level 5 - 12.5k Cartel Rep, 50mil cash, 2bil Maximum Capacity (Max Level)
  2. Cartel Tax - (Cash Cost is deducted from the money inside Cartel Vault)
    • Level 0 - 0% Tax (automatically unlocked)
    • Level 1 - 2k Cartel Rep, 500k cash, 2.5% Maximum Tax
    • Level 2 - 4k Cartel Rep, 2mil cash, 5% Maximum Tax
    • Level 3 - 6k Cartel Rep, 5mil cash, 10% Maximum Tax
    • Level 4 - 8k Cartel Rep, 10mil cash, 15% Maximum Tax
    • Level 5 - 10k Cartel Rep, 15mil cash, 25% Maximum Tax (Max Level)

I like this idea mostly based on the fact I've been asking for a cash vault for cartel for probably over a year now.  

As my cartels armourer basically let me tell you the amount of pain in my *** it's been to run contests and payouts without a vault to track cash for the cartel.  

 

The cash vault can also give us better options into cartel robberies (or some similar cartel activities akin to OC on torn) 

 

I love this idea but as we've discussed the tax will be controversial so I suggest for this idea to be implemented with the taxing options being completely optional for cartels to set (or not set) by the capo

I like this idea mostly

 

The taxing idea i dont like as much. I think it should be a thing but it shouldn't affect stuff like trades. Just from jobs and expeditions. Maybe mugs also? 

Its interesting and if upgrades to teritorys that costed cash came into play, or maybe some sort of Cartel Productions, it could be a great addition

I like the idea providing that it doesn't fall to 1/2 people to handle the actual banking (ie sending people their own money) like in Torn which is an utter PITA. Users must be able to withdraw their own cash.
