I like this idea mostly based on the fact I've been asking for a cash vault for cartel for probably over a year now.
As my cartels armourer basically let me tell you the amount of pain in my *** it's been to run contests and payouts without a vault to track cash for the cartel.
The cash vault can also give us better options into cartel robberies (or some similar cartel activities akin to OC on torn)
I love this idea but as we've discussed the tax will be controversial so I suggest for this idea to be implemented with the taxing options being completely optional for cartels to set (or not set) by the capo

The taxing idea i dont like as much. I think it should be a thing but it shouldn't affect stuff like trades. Just from jobs and expeditions. Maybe mugs also?
Its interesting and if upgrades to teritorys that costed cash came into play, or maybe some sort of Cartel Productions, it could be a great addition

I like the idea providing that it doesn't fall to 1/2 people to handle the actual banking (ie sending people their own money) like in Torn which is an utter PITA. Users must be able to withdraw their own cash.

Upping this after amending the proposal as per the replies above!
Implementation of a vault for cartel use:
Example: 2.5% of the profit from the production profits of coke factories. 2.5% of the profit from still production. Etc.
