Happy to discuss either way but the feature is currently available to anybody with the Manage Armory permission.

Make every member able to use cartel rnd factory. Permission should be for using cartel armoury or not. If no permission, you can only use your own items and have items scraped into your own inventory

Its just that alot of players who are capos are hesitant to give out the manage armory permission,  as we should be. 

Could an R and D access permission be made? So it only allows players to use their stock, unless they also have the manage armory permission?

The update is better than I expected beforehand. 

I was afraid it would be a cringe torn-like attachment system. 

However imo the current use of it being cartel only is not in favor of the system. 

My suggestion would be: 

- Cartels needs to unlock R&D building

- R&D building can be upgrades with attachments for higher % of success.

- Players can use the R&D building from their own inventory and collect their own attachment.

Have to agree, the system seems at odds with itself.

- Enhancement resources come from individual and cartel sources

- Weapons are an individual improvement

- Cartel doesn't get much of the benefit, only the logistics challenges

This system needs individual access, a cartel access threshold doesn't make sense.

Make part of PE so unless u own a PE no access problem solved also increases renting possibilitys

As a first pass I plan to add a new University course, which will impart various benefits related to Enhancing items and gaining Enhancements. One of the earlier courses will unlock the ability to use a Cartels R&D Building in a personal capacity.

Unfortunately a new course isn't going to rectify the imbalance this update has caused.

The update itself is great but the way it has been implemented favors the top end of town.

For the new/newer cartels who are trying to balance the unlocking of perks to have something to offer to try and recruit a few players isn't easy, but then to drop this perk that most players will want at the price you have is a total kick in the teeth. For those outside of the Top 25 cartels, this will take weeks and weeks, providing we ignore upgrading any other perks that a player may want. 

It just doesn't seem fair
