I prefer this => Quote => Other games: The individual user will create an OC (cartel has nothing to do with it) usually costing money to start. The leader and creator of the OC will invite specific users to participate & assigns them to a role (i.e. wheelman,safecracker,sniper et.) Once everyone has accepted, the leader can initate the OC & either take time to complete or complete instantly & have a cooldown until you can start another OC.

Another idea (which has already been mentioned briefly) to help players earn money/rep could be OCs. Most crime themed games have this implemented and I think it could be a good addition here as well. Crimes that take multiple users to commit over a period of time. Different types of OCs have varying success requirements (i.e. INT/Battlestats/Rep)
There are essentially 2 ways this can be implemented. The Torn city route, or like other random mafia games I have played in the past.
Torn City: Leaders in your cartel will assign you to an OC with other cartel members & you just have to not be in jail/hosp when your OC timer is due.
