I like the idea, but I think it would be better to approach it like the Wanted Level system in GTA. The higher the stars you have, the longer you stay in jail or prison.
Let's say we have 6 Wanted Levels:
0 Stars = Safe
1 Star = Low Risk
2 Stars = Slightly Risky
3 Stars = Quite Risky
4 Stars = Very Risky
5 Stars = Extremely Risky
6 Stars = Impossible
We can expand on this idea and introduce something like 'Person of Interest.' The star rating could be a standalone mechanic where even after getting out of jail, the stars don't vanish instantly but require a certain amount of time to completely remove. The more stars you have, the more likely you are to get jailed and for a longer duration.
In essence, the more stars you have, the harder jobs become. It mirrors real life where committing more crimes increases your chances of getting caught as the police become more familiar with you."

Low risk - Local Police
Quite Risky - State Police
