Just an idea don't know if it has been tossed around at all. Definitely something that would require lot of work.
But here goes, have you considered doing specialization in drug production? Like can only produce one or the other, if you pick one can't do the other. This might flex the supply and demand. Someone specialized in one form can't make the other and vise versa.
This might make other drugs have more value if they can't produce it but would want to use the effects. This could work for alcohol production too. Doesn't even have to be the drugs available now, could be for future plans of different variety of drugs/alcohol or contraband if any are even planned.
These specializations can be locked behind rep requirements too and maybe even put a use for points on resetting specializations.
