I know there have been a bunch of low rank items with 90%+, I have come across a 91% bat, 94% combat vest and this is my current best find (highest percentage im aware of in game right now)

I know famine found a 85 (Corrected by famine) or so percent full body armor before they quit, not sure who possesses it currently.
