Thank you, KWYY. I completely understand the frustration players feel when they are being farmed under conditions they did not agree to. It is annoying, and I am not dismissing that. However, the number of reports we receive over this specific issue has become excessive.

I want to take a moment to address the type of reports we receive regularly, especially reports submitted under Harassment, Hate Speech & Explicit Content.
I want to make it clear that this is not about discouraging reports or suggesting that we do not appreciate players bringing potential rule-breaking to our attention. We do. However, it is important that we clarify what actually falls under the rules and what does not.
Cartel Empire is an 18+ game with mature themes, cartel conflict, attacks, rivalries, wars, revenge, betrayal, grudges, politics, and all the other charming little ingredients that make this game what it is.
That does not mean players are allowed to abuse, threaten, harass, or target people outside the boundaries of the game rules.
However, it also does not mean that every unpleasant in-game interaction is a rule violation.
Being attacked repeatedly is not automatically harassment.
Being attacked while online is not automatically harassment.
Being attacked because you refused to join someone’s cartel is not automatically harassment.
Being annoyed, frustrated, or tired of another player’s gameplay choices does not automatically make the report valid.
Buy-mugs is not automatically harassment.
We understand that constant attacks can be frustrating. That is part of the game’s design. Cartel Empire allows hostile gameplay. Players can attack, retaliate, hold grudges, target enemies, pressure rivals, and make your in-game life miserable within the rules. Pleasant? Not always. Reportable? Not necessarily.
The report system is for rule-breaking, not for requesting staff intervention every time another player becomes your personal in-game headache.
To be clear, harassment reports are valid when they involve things such as:
targeted personal abuse
real-life threats
hate speech or discriminatory slurs
sexual, explicit, or shock content
sustained hostile messaging outside normal gameplay
attempts to bypass moderation filters
behaviour that clearly goes beyond attacks, rivalry, or cartel conflict
A harassment report should include actual evidence of the harassment. For example: message screenshots, chat logs, profile content, forum posts, timestamps, or links showing what was said or done.
A report saying “this player keeps attacking me” without evidence of abusive behaviour does not give staff anything actionable under harassment rules.
If the issue is simply that someone is attacking you repeatedly, that is usually a gameplay problem, not a moderation problem. Use the tools available inside the game: allies, bounties, cartels, diplomacy, retaliation, strategy, or good old-fashioned patience.
When submitting reports, please make sure you:
Choose the correct category.
Explain the actual rule violation.
Provide evidence where possible.
Avoid exaggerating normal gameplay into harassment.
Do not submit reports simply because you dislike another player’s strategy.
Staff reviews reports based on evidence, context, severity, and player history. Some reports will result in action. Some will not. “No action taken” does not mean staff ignored the report; it means the report did not show a rule violation based on what was provided.
Also remember that abusing the report system is itself against the rules. False, malicious, spammed, or weaponized reports waste time and make it harder for staff to handle genuine issues.
Cartel Empire is meant to be competitive, hostile, and political. It is not meant to be a place for real abuse.
If someone breaks the rules, report it properly.
If someone is simply attacking you in a crime game, welcome to the crime game, fight back or join a cartel that can and will protect you.
Just to be perfectly clear, these are my own thoughts and I am not speaking on behalf of the entire moderator team, as others may view these situations differently. (I don't think they do, but out of respect I'll speak for myself)
However, players often become frustrated when no action is taken, so I feel it is worth explaining how I personally look at these cases.
