Does Mini Donator Pack allows you to redeem Points to refill life/Energy as I can't seems to be able to find the redeem button.

The redeem button is on the donator page, you require points to redeem though. otherwise the option is 'greyed out'. 25 points costs like justy over 1m. 

And you can buy those points; from the point market by going to Town > La Paz Markey > points. And listings of points at various prices will be availble to buy. 

oh, so only donator can use refill energy/life and non donator/sub cannot redeem?

No anyone can refill energy/life if you have the points available, where is shows ur balance in the top right click on it, then itll take you to where you can redeem points for life/energy/casino tokens etc. Hope that helps :)

To add to this, you can also buy 25 points each day at Mateo's Antique store in town, at 45k each (£1,125,000) This is usually cheaper than buying from the market, and does not impact your ability to also buy 25 items from other shops in town.

Been playing wheel in casino it is another way to get points. At my age I have only bought points once! (From age 11)
