Street Crimes are the lowest narco-to-profit ratio. It's better than leaving them Unassigned though.

Focus on farming Rep and getting to 10k.

At 10k Rep, you can start assigning Narcos to Doctors Offices for random Meds daily.

At 40k Rep, you can use your Narcos to tend Weed Fields (Purchase a Weed Field for ~2,5m), they produce ~100k profit and ~4-8 Weed daily.
