Personally I think 70%-79.99% is the stuff to keep in a faction to loan out to people, and 80+ is where you should consider enhancing it 90%+ it'll be some of the very best in the game, and I don't think your current S+ rank exists in the game currently (as in noone has gotten it.

This is just based off of the data I have and predictive math on what 100% would look like. By those calculations 77%-86.99 is just before you hit the final 1% bonus. Example is a 77% scar should have 111 accuracy 87% scar should have a minimum of 112 accuracy where a 100% would in theory have 113.05 +/- .05. I used a bunch of weapon and armor data to attempt this prediction and it is semi linear with the bonus stats compared to quality. This is my interpretation though.

Weapon quality tier list. I've been curious about quality and stats. According to a list of items and some Ai math assistance I think I have come up with a tier list judged by item quality percent.
00.01%~49.99% D
50%~66.99% C
67%-76.99% B
77%-86.99% A
87%-96.99 S
97%-100% S+
Personally I would scrap/sell tiers D, C, B.
A, S, and S+ are your keepers. Sell at a premium or keep it and enhance it.
