I'm a major crime boss and run a handful of sicarios but im to stupid to be able to get word out of my plans and desires while I gots the flu? 

I think for gameplay reasons it would make sense to lock it behind an edu but imo same with jail I outta be powerful enough to get word out. 

It could also be a consumable? consume like a burner phone to make a call out. idk just spitballing ideas. 

I actually like this idea like having a laptop to check things etc could be cool to use more so if u in hosp for a while and want to keep your timing. Could be a business course something like Calling IT reward the ability to perform Expedition while at hospital
