When a user deletes a message in Global or Trade chat, the deleted message and its deletion should be visible only to moderators.

For regular players, the message should be removed completely from the chat, leaving no indication that anything was ever posted or deleted.

Moderators: Can see the deleted message and a notice indicating that it was deleted, for moderation purposes.

Regular Players: The message should disappear completely, without a "Message deleted" notification or any placeholder.

This would keep Global and Trade chats cleaner while still allowing moderators to review deleted messages when necessary.
