I'd like to see a warning or something about attacking your own cartel member.  Doesn't seem right that a draw results in no energy used, but accidentally attacking a cartel member results in using the energy and reputation gain reduced to zero.  Definitely need some kind of warning.

The lack of energy loss from draws was a bug which has now been fixed
