All proceeds from Police Auctions can be redirected to the church. I suggest an even distribution to all non-active church buffs. This way, money from the auction doesn't seemingly get 'deleted' from the game (circular economy). And it will also help fund unpopular buffs so all game features gets a chance to be used.
