Imagine not only needing to load up and send out your narco submarine, but also rely on the members of your cartel to provide protection for the product as it's unloaded and trafficked through its destination?
In an attempt to also get my name immortalized within CE, I believe I've had a stroke of brilliance - of course, as always, I'm typing on mobile, so forgive my formatting, and here we go.
Currently, your sicarios are limited to your own personal expeditions, and as Diablo has noted, players will always reach the end of such a feature, given there will always be limited regions to unlock, limited weapons, armour, luxury items and vehicles to equip them with, so why not add a bit of complexity, and risk?

Anecdotal
Halifax, Nova Scotia, (wink wink) is a significant port, once totally annihilated due to an explosive crash between two warships, has been built back up not only with the help of nearby cities, most notably Boston, but with the help of, yes, cocaine.
From here, the cocaine (amongst other things) is delivered by car, smaller boat, plane, truck, etc. to inland destinations across Canada, into the USA, and even shipped further out to Europe and beyond.
This real world story that has developed for over 100 years and counting, still comes up regularly in NS news, recently, notably, the fact that the police themselves of this globally important port, continuously, and routinely, make the cocaine they sieze, dissappear from lockup. If you're interested, it won't take much research to learn more.

Now back to CE
Considering smuggling is currently an under-appreciated feature, I think it would be interesting to see more involvement from lower members of cartels - not only dispatching a team of sicarios to help the Cartel effort, but, if not given enough support from other members, risking their sicarios altogether.
Perhaps some may make it out, some will not, giving the need to keep extra sicario equipment on hand, giving more incentive to keep more of these items on the market, ultimately creating more competition, inevitably lowering prices slightly, making equipping sicarios more reasonable for new players, while giving them more reason to really focus on getting those high end equipments.
Does your Cartel really want to run a shipment with little to no protection on the other side of the pond, potentially giving the vault a bigger payday? Or do you want to trade off a lower vault payout to see your contributing members grow even quicker, earning a cut based on the relative protection they give to the shipment, at a personal risk of potentially needing to recruit new sicarios and supply new top end equipment.
I think this could boost overall market participation in these fields, create significantly greater incentives for individual players to throw their own products into the smuggling shipments, and create a sense of comradie watching the effects of truly helping oneanother earn significantly more.
Thoughts, suggestions, or just to tell me I'm a fool grasping at straws, I'd love to hear it all.
I'll ponder more on the idea, and if anyone is interested in having visual mockups added, I'd certainly be interested in seeing what you all come up with.
