With territory bounties likely on the horizon, I'd like to pitch my ideas with a little more meat. 

Cartel Fortress, each Cartel has the capability of making a fortress in each territory they hold. But they aren't cheap. I'm talking hundreds of millions in labor costs and massive amounts of materials. 20k nails, 25k Bags of cement, 15k bricks and 20k steel and a 60 day build time. This way we can't just plop them on the map as soon as they are released and it is a race to defend the most valuable territories.

Now for the benefits of these buildings. Your territory is under siege, and defenders on the wall get a 10% defender bonus. The in house infirmary reduces up to 50% of the hospital time for those who were on the wall. A saloon allowing players to get 25% more energy from alcohol during territory wars only and lastly a lawyer who reduces your prison stays by 50% for those who get into legal troubles while fighting.

Next, siege engines. It's not fair for the defenders to have the advantage. With these vehicles we can introduce new materials and maybe even a new job to obtain these materials. I'm thinking a variety of different vehicles to aid in the assault. Each vehicle would function with a rally system, can't use it unless all seats are taken. Fast attack vehicle, 3 players required, increasing their agility and accuracy by 5% in territory wars/bounties only. Heavy tanks, 4 players to rally increasing attackers Def by 5% in territory wars/bounties only. Attack Helicopter 2 players to rally and an increase in attack by 5%. 

Each siege engine would have a capacity during battle, 3 fast attack vehicles, 2 tanks and 2 helicopters. 

Fast attack vehicle consumes 1 r6 vehicle or better and requires suspension kit, MG5, 100 nuts and bolts, and 100 steel. R6 vehicle grants 2% bonus r7 3%, r8 4% and r9 5%. 

Tanks think killdozer with mounted Bazookas. New construction robbery reward very low percent chance at receiving a bulldozer. Then requires 400 steel 200 nuts and bolts.

Attack Helicopter, requires a private Helicopter, 2 MG5s and 50 steel and 100 nuts and bolts.

This introduces the new construction materials to the game bulldozer, nuts and bolts. 

Catch is the vehicles cannot be repaired. They will be destroyed after unsuccessful attacks against the fortress. Thus giving us more meaningful use of cars and helicopters as well as extra weapons.

Now if the attackers or defenders win the siege the fortress will be transfered to or kept by the winner, it will take cash and materials to repair at 50% of the initial cost and if it is not repaired by the next attack there is no bonus for holding it.
