I know a solution for that...
Stop Trolls from being able to delete and make accounts, for 7-8 days they are not allowed to use the bounty system; after the 7-8 day period, then they are allowed to pursue the bounty system as intended, to prevent these idiots; from having a reason to keep making accounts over and over again trying to exploit the player protection.
