What about having smaller territories, on the outskirts, and each cartel gets one by default, even if its a tiny street corner?

like adding onto the map? a cartel needs a territory somewhere. even if its a floating circle in the jungle.

yeah, and ever expanding outwards, giving 1r daily, up to x amount/size, then everyone (new cartels) has something to war for.
