In the cartel vault, the 'Send Money from Vault' permission allows for enough who has the permission to send all the available balance of the vault to a single person. This is probably the intended feature which is why I would like to suggest another permission.

Since it is currently allowed for every member to deposit into the cartel vault, they should also be allowed to withdraw their money from the vault considering the amount displayed in their balance without the possibility of having your vault robbed.

This permission will allow the player to withdraw their available balance listed to their name based on their deposits and the override feature by Capo and Co-Capo. It would help a lot for smuggling reward distribution where the assigned officer would not need to individually send money to the player directly.

I think I tried to put something in for this but it was rejected as this would allow players to use the cartel vault to fully bypass the bank.

 

I think I would need Diablo to weigh in here on whether this could move forward or not.

I believe that the 'bypassing the bank feature' problem should be considered negligible since most, if not 100%, of the playerbase completely ignore it anyway. It should be seen as an incentive for cartels that are active in the game because that's exactly what a cartel is for: a collection of people who may or may not be involved in crime together.

If it is REALLY necessary to keep the bank relative to the main gameplay, there should be an overhaul to offset the loss from the money laundering expense. This includes but is not limited to, interest on the stored cash, loan feature, credit score, cash back from credit use, and a credit card, because criminals are people too! Whether you like it or not, these alleged criminals have rights and privileges similar to those of alleged legitimate people.

 

To offset the 'cartel vault abuse' issue, it might also be a good idea to implement the Cartel Taxes feature (originally included in the Cartel Vault feature). Cartel leadership could theoretically tax the deposited money for upkeep and safekeeping. This way, it wouldn't completely stop property vault's relevance.
