He's saying the value assigned to the collateral could be heavily manipulated by people pumping up values of items in market to recieve higher loans.
Those loans would then be used to fund properties and collectibles which would otherwise take months longer to save up for, all for a relatively small payment plan.
Collateral wouldn't really add any benefit, and would seriously hamper new players rather than older ones with billions banked already.
Would be better to just have a loan system that slowly increases your accessible amount, if you regularly pay your dues, bypassing the market manipulation altogether and getting the same end result.

I think the bank system could be improved by allowing players to take loans by putting valuable assets as collateral. For example, a player could deposit cash, vehicles, properties, or other eligible assets as security and receive a loan based on their value. If the player repays the loan plus interest within the required time, they get their collateral back. If they fail to repay, the bank could automatically take and sell the collateral to recover the money. This would make the banking system more useful, create another way for players to access capital, and add more strategy and risk to the economy while keeping the system relatively safe from unpaid loans.
