I think missions should be based on total cartel members.

5 attacks daily per member is certainly possible even with low activity.

My cartel has 54 members.

5 x 54 =270 attacks for a daily mission

Same with jobs & every other mission.

The reward should also be based on total cartel members in my opinion, but a set amount is also okay.

It could also make the cartels more engaging.,
