Add the ability for cartels to:

* Build properties from vault/armoury resources
* Have properties deposited/sent out
* Rent properties internally in the cartel and on the open market -> money goes to vault

This could add another layer to cartel economics/services and enable common investments beyond smuggling.

The properties themselves should be the same as personal ones.
