I'm presuming (hope :p) this is a visual bug. 

Current state of perks on the 'front' page.

I'm guessing this is also related to https://cartelempire.online/Forum/6/2564

Also replicated by Trust_No1 trying to compare the course length reduction perk with the CRAM merit.

Comparing stat gains with someone who also has a maxed PE - it seems like it must be visual.

They are not working. I just started a new course with Level 10 Cram and maxed out PE and the course time reduction was only 10%, not 20% as it should of been
