Last night system told me I was on 30 sec cooldown 

Today I didn't get a cooldown

Is it possible you became a Subscriber after encountering the cooldown? The following limits apply -

Global - 30 Secs non-donator/subscriber, 5 seconds otherwise

Trade - 30 seconds

Clans - No cooldown

Private - No Cooldown

Been a sub for a while now, at the time when I encounter the error i was on pc: google chrome browser.
