¿Dog Whisperer 10/10 is currently NOT scaling the Maim stat debuff or its a visual bug ?

Maim remains fixed at 5%, despite the +50% modifier. Log shows Maim reducing stats by only 5% instead of the expected 7.5%. 

This looks to be a visual bug, the actual reduction should be taking dog whisperer bonus into account.

On looking into this more, I don't actually see any courses that give 50% here, can you point me to where to look for this 50% gain to better steer my efforts?

It's a merit perk under Dog Rewards.
