I have 3 narcos but it says I only have 2 in the production tab. I can add them to a team for expeditions though.

Sicarios are for expeditions when added to a team.

Narcos are for productions when added to a Doctors office / street crime etc

I know, my point is that only 2 show up in the production menu even though I have 3.
