As per title.

Description also seems incorrect as states 'Up to 4 territories' yet more seem available.

Thanks Diablo. Confirmed the duplicated 'can' has been removed, however description still states only up to 4 territories can be owned, when this is now 7.

I agree it may be somewhat misleading, but that text indicates the benefit that the current perk grants. Which is the ability to own 4 territories in your case.
