Unable to replicate. If I turn my permission to send Newsletters to off then I get the following message when visiting Cartel > Newsletters (as expected)
> Error! You do not have permission to access the Send Newsletter page

I have dug into this and see no evidence of anyone without permissions sending a cartel newsletter. If you want to share the specific subject of the offending newsletter that you believe to be in error i can further clarify. But from what I see only the capo and co-lead have sent newsletters.

Correction: I made a mistake with this bug report. I thought the member had used the cartel newsletter, but after checking again, I realized it was just a normal mail that I received from them.
The mail was:

Subject: Re: Cartel Announcement
Message: Ok
I misunderstood the subject line and thought they had access to the newsletter feature. Sorry for the confusion. Please disregard or close this report.

I believe there's a permissions issue with the cartel newsletter.
A regular member, who is not an Officer or the Owner, was able to send a cartel newsletter. The newsletter permission for regular members is turned off, so they shouldn't have access to this feature.
Expected: Only the Owner and Officers can create and send cartel newsletters.
Observed: A regular member successfully used the newsletter feature.
Could you please check if this is a bug with the permission system? Thank you.
