I think there should be an option in permission to let members withdraw their money from the vault up to the amount they have.

I thought the thing at one point and implemented it, but got the feedback that it would make the bank irrelevant if everyone could freely deposit and withdraw money from the cartel vault. So we did not move forward with it. The only way I see this as viable would be to limit the amount of funds that can be in a cartel vault behind cartel perks to unlock for more vault capacity. If that sounds pallatable then this could be voted on and move forward, otherwise, I think this needs to be closed.
