This could even be expanded to a simplified version of how heists work in GTA.

Would probably be more complicated but each player has their role and has to make decisions with that role in mind, during an active activity, instead of it being idle.

Think the getaway driver can see a map and has to be prepared to make the right turns to get to the escape point. So you click a dialogue option to choose your direction and you need to avoid police in areas and get to the escape.

Something like OC in torn, yes!

The rewards and all that can be tweaked but I am 100% on board with this

Agree on tweaking, post is also 10 months old :P So every should be rebalanced 

Fantastic idea, as you commented not too long ago it's an old suggestion and much stuff could probably be tweaked to make it better.

1 thing I definitely think is missing, is that these cartel robberies should give cartel rep!

IMO, there should also be more than 1 kind, that gives everything, I think there should be different kinds of robberies that focused on different kinds of loot. These could even be based on the production areas, f.ex. an alcohol still robbery where you can gain some agave, alcohol, a bit of money and some cartel rep. A money focused one could be a shakedown, where you just get a bigger amount of money and some cartel rep.
