this idea is the best one i have seen so far, community event wise. i still need to be able to manage my properties mid-rent and also the dang exped thats buggy and needs to be refreshed to know the real location. ok enough about ranting, good suggestion

This is now live and usable via the Church.
You make a good callout on double items Franky, can consider that as a possible future improvement.
I think it would be cool to be able to donate money or select items towards temporary global boosts, and while there are different ways to do this, here's my 2 different suggestions, including what I think you should be able to donate.
Donation possibilities
Church
Donate money or items to the local church and once the donation goal is reached we'll get a random boost for 24 hours, in the style of a global event, with boosts that could be similar to some of CE's smaller events. (see boost examples lower down)
Donation goal:
Not sure, I'd probably set it at either 1b, 5b or 10b as a start and change it depending on how generous the community is.
For items, I imagine it would be medical items and cheap alcohol you could donate, and it would count as a set amount of money, potentially equal to shop buy prices for meds (aka. 2.5* shop sell prices). Or the donations could have a donation goal for items, (could include other items as well for the purpose of price monitoring items that get too cheap). The main reason to include items, is to ensure my other suggestion of production prestiges wouldn't impact the prices of meds and cheap alcohol too much.
Crowdfunding/Fundraising
The other possible donation possibility, instead of a singular Church, would be to instead choose which boost you'd want to fundraise for. The boons for this option is that you can choose which kind of boost you prefer to donate to, and there can be different goals for each of the fundraisers, so a "halve med CD" fundraiser could be set up to only require a bunch of the different kinds of meds for instance.
This could either be set up so you can always see and donate to any of the different fundraisers, potentially where it would either be more expensive to hit the goal of a fundraiser which had recently been achieved or with a cooldown before the same fundraiser could be started again.
Or there could be a set amount of maybe 5 different fundraisers running at a time, so you'd need to finish one of them to be able to start funding a new one.
I like the crowdfunding idea, however I believe this option would be much more intensive to code and incorporate into the game

News Ticker
People need to be notified once a donation goal is hit, so they know that there's now a temporary boost active, and what the boost is, and while I think a notification might be necessary, I still think it would be nice and very useful to have a news ticker going through different news at the top of the page (just under the cooldowns and such). Related to this in particular, it would be helpful if it would show when we're close to hitting the goal donation (90% there maybe), as well as what boost is currently active.
