I think this would be a temporary loss similar to overdosing (or just using in general) cocaine. I think Diablo just forgot to put the cooldown on those parts.
So if you overdosed on a rage injector as an example you would have -10% to all stats until its cooldown ran out(probably 12 hours), after which your stats would return to normal.
