That's what private trade is for. You trade privately excluding the people you don't want to do business with. Market is public and should stay that way.

The benefit of La Paz is that it's better for set-and-forget passive trading to any number of people. Is it fair to have to completely forego the Market to get the same result as not being visible to people you've ignored?

Please no. As much as id like this as someone who always puts up stuff in the market. It kills yet another fun mechanic of the game and like others said theres already plenty of ways to avoid getting mugged

It wouldn't stop you from getting mugged, just purchased from :)

You can just send your cash to a Cartel member or friend to have them buy from the target, then you mug them. Or you can just wait for their items to be bought by someone, then you mug. It's mainly to stop unneeded interaction. 

Bounties were recently disabled for and against new players because someone got annoyed at being Bountied by a new player. It wasn't a problem when it was the new players who were the ones getting bountied.

That's definitely possible, but let's be honest with ourselves and admit that we know it was because of one person placing troll Bounties 😆 Even then, they weren't a multi I don't think, just someone restarting, weren't they? :S 

Now legit players can't complete any Missions that involve placing Bounties, or sell their Bounty slots for the first week. :(
